The demand for advanced healthcare technologies continues to grow alongside rapid innovation. These technologies contribute not only to improved patient outcomes, but also to the overall value provided to society. However, when such technologies are introduced into public health systems, their cost must be taken into account.

Spending public funds on one health technology inevitably reduces the resources available for others. To ensure appropriate price adjustments and efficient allocation of limited resources, it is essential to demonstrate that a new technology provides sufficient value relative to its cost. This systematic and evidence-based evaluation of costs and benefits is known as Health Technology Assessment (HTA).

At Keio University, we offer a training program in health economic evaluation through the Graduate School of Health Management. In addition, since fiscal 2020, our HTA unit has been commissioned by the National Institute of Public Health to conduct public analysis – the evaluation of the cost-effectiveness of medicines and medical devices – as part of Japan’s healthcare system.

Public analysis is conducted by faculty and researchers with special expertise in HTA and health economics. To ensure independence and proper information management, the administrative structure overseeing public analysis is housed within the School of Medicine and operates separately from the educational program.

We conduct public analysis in close collaboration with partners within and outside the university, with the goal of contributing to the sustainable operation of Japan’s health care system.
